Establishes a test bed technologies advisory board within the Office of Policy and Management, consisting of four members appointed by the Governor, Secretary of OPM, Treasurer, and Comptroller, meeting at least twice per year.

Advisory board evaluates technologies, products, or processes submitted by state agencies to determine if they reduce operational costs and are feasible without detrimental effects, then recommends viable options for trial testing.

State agencies must test recommended technologies for 30 to 60 days, with all acquisition and operational costs borne by the manufacturer, marketer, or investors rather than the state.

Manufacturers must demonstrate that technologies will not adversely affect safety, are commercially available or will be within two years, and were not developed by businesses eligible for the state's small business program.

After successful testing, the Commissioner of Administrative Services may procure approved technologies for use by state agencies, with procurement information made available on the Department of Administrative Services website.
