Require consumer electronics manufacturers to make diagnostic and repair information, as well as parts for most digital electronic equipment, available to consumers and independent repairers on fair and reasonable terms.

Mandate that manufacturers who contract with third-party repairers or provide their own repair services must provide parts, tools, and documents to consumers and independent repairers at reasonable cost, subject to certain exceptions.

Allow manufacturers to provide assemblies of components rather than individual components when improper installation of a single component increases the risk of injury.

Protect the intellectual property rights of consumer electronics manufacturers.
