HB 6559 Summary

• Prohibits zoning regulations from treating community residences housing six or fewer persons differently from single-family residences, covering facilities for persons with intellectual disabilities, children with disabilities, persons receiving mental health or addiction services, and licensed hospice care facilities managed by tax-exempt organizations.

• Requires community residences serving six or fewer persons to be permitted in areas zoned for two or more dwelling units; prohibits zoning restrictions on projects in commercially-zoned areas.

• Mandates administrators of institutions and community residences provide written notice to guardians or conservators at least seven days before presenting residents with voter registration or voting opportunities.

• Consolidates the Department of Mental Health and Department of Mental Health and Addiction Services into a single Department of Mental Health and Addiction Services with corresponding name changes throughout the general statutes.

• Expands permitted notification methods from certified mail to include electronic and digital methods consistent with United States Postal Service standards; repeals obsolete statutory sections related to community residences effective October 1, 2023.
