Repeals and replaces Section 8 of Public Act 22-101 regarding child care centers on higher education campuses.

Requires the Board of Regents for Higher Education, in consultation with the Office of Early Childhood, to develop a plan to increase child care centers on or near campuses of regional community-technical colleges and Connecticut State University System institutions.

Plan must address three goals: providing quality child care services for staff, students and surrounding communities; meeting the needs of nontraditional students; and fostering relationships between institutions and their communities.

Plan shall include development and expansion of child care centers used for early childhood education instruction or providing evening and weekend services aligned with course schedules, assessment of student child care needs and existing services, collaboration opportunities with state and federal agencies and nonprofit organizations, and a budget with implementation timeline.

Board of Regents must submit the completed plan to the joint standing committees on higher education and appropriations by January 1, 2024, including estimated budget and implementation timeline for developing additional child care centers.
