• Political subdivisions remain liable for negligent acts of employees acting within their scope of employment and for negligence in functions generating special profit or pecuniary benefit.

• Governmental immunity is eliminated as a defense in civil actions for damages caused by the negligent operation of motor vehicles owned by political subdivisions.

• Political subdivisions retain immunity for certain conditions including natural land, weather-related road/bridge damage without notice, unpaved recreational paths, and inspections of non-owned property except in cases of reckless disregard for health or safety.

• Non-compensated municipal board, commission, and committee members are protected from personal liability for damages resulting from their policy or decision-making duties if acting in good faith and within official scope, unless caused by reckless, willful, or wanton misconduct.

• Emergency vehicle operator rights and duties under section 14-283 are not affected by the elimination of governmental immunity defense.
