• Requires Department of Children and Families to establish community-based parent education and support centers that serve nonparent caretaker relatives and legal guardians, providing education, training, support services, and referrals to community programs, effective October 1, 2023.

• Defines "caretaker relative" as individuals related to children by blood, marriage, or adoption, or legal guardians pursuing guardianship proceedings, eligible for temporary family assistance benefits.
