Requires all chronic and convalescent nursing homes and rest homes with nursing supervision to install air conditioning systems in all resident rooms by July 1, 2024.

Mandates these facilities submit compliance reports to the Department of Public Health by January 1, 2024, detailing either their current compliance or their plan to comply with the air conditioning requirement.

Allows nursing homes to maintain temperatures lower than Connecticut's Public Health Code minimum standards if they comply with federal comfortable and safe temperature standards under 42 CFR 483.15(h)(6).

Establishes a revolving loan account within the Connecticut Health and Educational Facilities Authority to provide financial assistance to nursing homes for air conditioning installation costs, with loans ceasing to be available after June 30, 2024.

Requires the authority to submit biannual reports to the General Assembly's aging, human services, and public health committees detailing loans made, impact on compliance, and funding needs.
