Repeals and replaces Section 14-96q of general statutes effective October 1, 2023, governing the use of colored and flashing lights on motor vehicles and equipment.

Changes volunteer ambulance association or company members' authorized emergency light color from green to blue flashing lights, consistent with fire department volunteers.

Adds constables (appointed under Section 9-185 or elected under Section 9-200) to the list of officials authorized to use flashing red lights on stationary vehicles as warning signals during traffic-directing operations.

Requires annual permit fees of $20 per vehicle for non-governmental entities (excluding state, metropolitan districts, towns, cities, or boroughs), with specific permit requirements for different vehicle types and light colors.

Designates unauthorized use of colored and flashing lights as an infraction and prohibits all persons except police officers and Department of Motor Vehicles inspectors from displaying steady blue or red front-facing lights.
