Commissioner of Economic and Community Development shall hire a consultant to create an historic preservation toolkit website based on the final report of a working group established under special act 21-13.

Connecticut Trust for Historic Preservation shall host and maintain the toolkit on its existing website beginning June 30, 2024, with the commissioner submitting the website address to the joint standing committee on commerce.

Department of Economic and Community Development may issue a request for proposals to study the feasibility of establishing an historic preservation revolving loan fund program, examining program scope, potential borrowers, permitted uses, data collection, administration, coordination with existing programs, and required funding.

Department shall submit a report on feasibility study results to the joint standing committee on commerce and may seek federal grants-in-aid to fund the study.

Fifty thousand dollars is appropriated to the Department of Economic and Community Development from the General Fund for fiscal year ending June 30, 2024, to implement the toolkit requirements.
