Declares homelessness a public health crisis in Connecticut effective upon passage, continuing until rights to essential medical and mental health care services are adequately safeguarded and protected.

Creates a Homeless Person's Bill of Rights under Section 1-500 of general statutes, defining "homeless person" according to 42 USC 11302.

Guarantees homeless persons the right to move freely in public spaces without harassment from law enforcement, have equal employment opportunities, register and vote, and receive equal treatment by state and municipal agencies.

Protects homeless persons' rights to essential medical and mental health care services, personal information privacy, and reasonable privacy expectations for personal property.

Allows municipalities to post the Homeless Person's Bill of Rights notice in standard municipal notice locations.
