Commissioner of Public Health must provide all licensed funeral directors, including those operating out-of-state funeral homes, equal access to the electronic death registry system, effective upon passage.

Commissioner must study whether to exempt licensed funeral directors who own or part-own funeral homes or service businesses not engaged in embalming from the requirement to employ a full-time licensed embalmer, with a report due to the joint standing committee on public health by February 1, 2024.

Department of Public Health must conduct annual inspections of funeral home license applicants and renewal applicants, requiring proof of adequate sanitary preparation rooms equipped with tile, cement or composition flooring, ventilation, sink, hot and cold running water, and appropriate embalming instruments and supplies.

Funeral home licenses must be renewed annually on or before July 1st for $190 per license, with annual inspections required instead of the previous triennial inspection requirement.
