HB 6610 Summary

• State entities must submit compensatory reforestation plans to the Division of Forestry and Parks by July 1, 2024, and annually thereafter for any deforestation of 0.5 acres or larger, with plans subject to division approval before any project begins.

• Reforestation must follow a "no net loss" standard using a tree replacement factor of 204 caliper trees per acre, 408 whip/container trees per acre, or 1,210 seedlings per acre, with priority for on-site planting, then within the municipality, then within five miles, and finally off-site if necessary.

• State entities must hold public forums at least 180 days before deforesting one acre or larger, with 60-day public comment periods and written responses required within 60 days after comments close.

• Reforestation requirements do not apply to standard forestry, wildlife management, arboricultural practices, or utility transmission corridor easement management.

• The bill establishes a Connecticut Community Forestry Program within the Division of Forestry and Parks and a 20-member Community Forestry Advisory Council to advise on community forestry issues, effective October 1, 2023.
