Prohibits the Department of Consumer Protection from issuing new licenses for dog racing in Connecticut, effective October 1, 2023

Removes all existing statutory provisions related to dog racing operations, including requirements for greyhound adoption programs, on-site child care centers, and employment of public assistance recipients

Eliminates the dog racing tax structure, which had imposed a 2% base tax on pari-mutuel wagering (increasing to 3-4% at higher thresholds) plus half the breakage

Removes "kennels" from regulated facilities and "kennel name" registration from the licensing fee schedule

Allows off-track betting facilities to continue conducting wagering on out-of-state dog racing events while prohibiting in-state dog racing operations
