Establishes medical assistance coverage for out-of-state residents receiving abortion care and related services in Connecticut, effective July 1, 2023.

Defines "qualified patients" as residents of states with restricted abortion access who have annual income not exceeding 263% of the federal poverty level or are enrolled in Medicaid or SNAP in their home state.

Requires family planning providers to verify patient eligibility by confirming the patient's residency in a restricted-access state and documenting income or enrollment in assistance programs.

Directs the Commissioner of Social Services to provide medical assistance for qualifying patients and to apply for a Section 1115 waiver under the Social Security Act to secure federal reimbursement for these services.
