Substitute Bill No. 6630 Summary

• Increases HUSKY C asset limits effective July 1, 2023, from $1,600 to $10,000 for unmarried persons and from $2,400 to $15,000 for married persons.

• Allows individuals whose income exceeds HUSKY C income limits to qualify by spending down excess income on incurred medical bills under federal regulations (42 CFR 435.831).

• Changes medical assistance income eligibility from 143% to 138% of the federal poverty level, replacing previous temporary family assistance program benchmark.

• Commissioner of Social Services may seek federal approval for a Medicaid waiver or state plan amendment to implement the bill's provisions.

• Effective July 1, 2023, repeals and replaces section 17b-261 of general statutes regarding medical assistance eligibility requirements.
