Effective July 1, 2023, the Commissioner of Children and Families must conduct in-person home visits and evaluations instead of using telephonic, video, or conferencing platforms for children under six years of age.

In-person visits are required for children six years or older who are not enrolled in public or nonpublic school.

In-person visits are mandatory when a case has been referred to the Department of Children and Families' ongoing services unit and deemed moderate or high risk, or when a safety plan has been instituted after risk assessment.

In-person visits are required for children placed in foster care, group homes, or residential treatment programs, and for children who are nonverbal or cannot communicate adequately due to disability.

In-person visits are required when the immediately preceding visit was conducted remotely, and for visits conducted pursuant to section 17a-101g of the general statutes or when the department has approved a family arrangement.
