Establishes a task force to study the online recording, indexing, and searching of municipal land records and maps, including examination of processes, costs, and benefits of creating a publicly accessible online database.

Task force consists of 16 members appointed by legislative leaders and includes town clerks from municipalities of varying sizes, attorneys specializing in real estate, title insurance representatives, a land surveyor association representative, an information technology expert, a consumer advocate, the Secretary of the Office of Policy and Management, and the Public Records Administrator.

Initial appointments must be made within 30 days of the effective date, with the Speaker of the House and President Pro Tempore of the Senate selecting two chairpersons (one must be a town clerk) who shall schedule the first meeting within 60 days.

Administrative staff of the joint standing committee on planning and development shall provide support to the task force.

Task force must submit findings and recommendations to the joint standing committee on planning and development by February 1, 2024, and terminates on the date the report is submitted or February 1, 2024, whichever is later.
