Defines "open recall" as safety-related recalls requiring manufacturer-authorized repairs or modifications, excluding labeling defects or manufacturer buyback/compensation remedies, effective October 1, 2023.

Requires repairers, limited repairers, and oil/tire service businesses to check National Highway Traffic Safety Administration records for open recalls during repair or service work.

Mandates written notice to vehicle owners of any open recalls discovered, including a description of each recall and statement that authorized dealers can perform repairs at no cost (except as provided under 49 USC 30120).

Extends the same open recall notice requirements to independent contractors and licensed dealers/repairers performing emissions inspections under state contract.

Updates definitions in Connecticut motor vehicle inspection statutes to include "open recall" terminology and renumbers related provisions, all effective October 1, 2023.
