Commissioner of Motor Vehicles must establish and administer an electronic lien and title program by July 1, 2024, requiring electronic recording and releasing of vehicle title information for new, transferred, and corrected certificates of title.

Lienholders must electronically transmit liens and lien releases to the commissioner in the form and manner prescribed by the commissioner.

Commissioner may enter into agreements with one or more qualified independent contractors to implement the electronic lien and title program.

Commissioner must submit a report to the joint standing committee on transportation by February 1, 2024, detailing the implementation status of the program and recommendations for necessary legislation and funding.
