Applicants ages 16-17 must complete at least 40 clock hours of behind-the-wheel, on-the-road instruction and an 8-hour safe driving course including minimum 4 hours on alcohol and drug effects to obtain an operator's license (effective October 1, 2023).

Knowledge tests for class D motor vehicle operator's licenses may be administered in audio, electronic, or written form and shall be available in English, Spanish, and at least 34 other languages as prescribed by the commissioner, provided applicants demonstrate sufficient English understanding for traffic control signs.

Commissioner must approve the content of safe driving instruction at driver's schools and secondary schools, and may authorize these institutions to administer the knowledge test and certify results under oath.

By October 1, 2023, the Commissioner of Motor Vehicles shall offer on-the-road skills test appointments at licensed driver's schools, administered by motor vehicle inspector agents or commissioner's agents to all eligible students.

By February 1, 2024, the Commissioner shall report to the joint standing committee on transportation regarding the status of negotiations with Taiwan for reciprocal recognition of driver training requirements.
