State Board of Education must draft a written bill of rights for parents and guardians of English learner students by July 1, 2023, protecting rights related to bilingual education under state law

English learner students have the right to attend public school regardless of immigration status and parents cannot be required to submit immigration documentation for enrollment

Schools must provide certified interpreter services in person, by phone, or online during critical interactions including parent-teacher conferences and board of education meetings

Students with 20 or more eligible peers speaking the same non-English language have the right to participate in bilingual education programs and receive annual language proficiency testing

Beginning July 1, 2024, local and regional boards of education must provide eligible students' parents with copies of the bill of rights in their dominant language and post it on their websites
