The Connecticut Advisory Commission on Intergovernmental Relations, in consultation with the Department of Transportation, shall study the consolidation of metropolitan planning organizations to achieve greater consistency and efficiency in transportation planning.

The commission must submit its study results and recommendations to the Governor and the joint standing committee on transportation no later than January 1, 2024.

The study must recommend a minimum population to be represented by a metropolitan planning organization and identify which organizations can be consolidated or reconfigured.

The study shall identify potential consistencies, efficiencies, and benefits to the state and municipalities from consolidation, as well as barriers that may be encountered during the process.

The commission must include transition planning for staffing and funding needs, identify available state resources to assist municipalities, and review metropolitan planning organization configurations in other states.
