Commissioner of Social Services must develop a plan by February 1, 2024 to increase eligibility for adult day services under Connecticut's home-care program for the elderly, including recommendations to lower age requirements for persons with early onset dementia and increase Medicaid reimbursement rates.

Medicaid reimbursement rates to adult day centers shall be increased to offset costs of transporting persons to and from the centers.

Commissioner may submit a Medicaid state plan amendment to add Programs of All-Inclusive Care for the Elderly (PACE) program services, with the Department of Social Services serving as the state administering agency.

Section 17b-428 of the general statutes is repealed and replaced effective July 1, 2023 to update PACE program definitions and procedures for implementing services through the Medicaid state plan.

Section 17b-28c of the general statutes is repealed effective July 1, 2023.
