Amends Connecticut General Statutes Section 53a-54b to add murder committed during a family violence crime as a ninth category of "murder with special circumstances," effective October 1, 2023

Defines murder with special circumstances as a conviction eligible for life imprisonment without possibility of release when the offender was at least 18 years old at the time of the offense

Adds family violence crime murder to existing special circumstances categories including murder of law enforcement, murder for hire, serial murder, sexual assault murder, and murder of minors under 16

References family violence crime as defined in section 46b-38a of Connecticut statutes

Permits life sentences without parole eligibility for individuals convicted of murder committed during the commission of a domestic violence incident
