HB 6684 Summary

• Commissioner of Emergency Services and Public Protection must identify and post a list by October 1, 2023 of semiautomatic pistols that are assault weapons but designed for target shooting sanctioned by U.S. or international shooting organizations or Olympic Games.

• Semiautomatic pistols on the commissioner's list may be sold if the purchaser signs a form stating the pistol will be used primarily for target shooting practice and events.

• Persons lawfully possessing target shooting pistols identified on the list may possess them at residences, shooting ranges, licensed shooting clubs, and while attending firearms exhibitions or competitions.

• Nonresidents may transport these target shooting pistols into Connecticut within 48 hours before or after sanctioned shooting competitions or exhibitions, provided they are unloaded and locked in a carrying case with ammunition in a separate locked container.

• The commissioner must review and update the list annually; existing assault weapons regulations under Connecticut statutes are otherwise maintained with limited exceptions for law enforcement and military personnel.
