Commissioner of Emergency Services and Public Protection shall establish a grant program beginning July 1, 2023 to fund municipalities seeking to hold special needs days allowing children with special needs to interact with public safety personnel.

Department of Emergency Services and Public Protection must post grant program description on its website by October 1, 2023, including eligibility criteria and application process for municipalities.

Commissioner shall provide funding for the fiscal year ending June 30, 2024 to equip at least one police patrol vehicle at each municipal law enforcement unit and state police barracks with a special needs sensory kit.

Special needs sensory kits shall contain items to help individuals with special needs cope with emotions and manage stress during emergencies or interactions with police officers.
