Substitute House Bill No. 6700 - Summary

• Allows manufacturer hemp products to be sold in dispensaries, retailers, and hybrid retailers if stored separately from cannabis, physically separated in display areas, tested by accredited laboratories, and clearly labeled as hemp products (effective July 1, 2023)

• Requires producers, cultivators, micro-cultivators, and product manufacturers to source hemp and hemp products only from authorized persons and track purchased hemp as separate batches throughout manufacturing, treating it as cannabis once received

• Prohibits the sale of hemp or producer hemp products in dispensary facilities, but permits manufacturer hemp products to be sold with specific labeling and testing requirements to distinguish them from cannabis

• Retailers and hybrid retailers may sell manufacturer hemp products alongside cannabis if they meet storage, labeling, testing, and signage requirements set by the department

• Allocates up to $7,000,000 in grants-in-aid for farmland restoration, climate resiliency, and weather disaster relief, with certain provisions taking effect October 1, 2023
