Reduces payment timeline to fuel vendors from 30 business days to 48 hours after community action agencies receive authorized fuel slips, with payments required electronically beginning November 1, 2023

Requires the Commissioner of Social Services to establish county and regional pricing standards for deliverable fuel and reimburse vendors based on delivery-date prices to ensure adequate vendor participation

Mandates annual cost-of-living adjustments to program benefits based on the consumer price index for urban consumers, subject to available federal and state funding

Expands legislative committee reporting to include the committees on energy and technology, appropriations, and human services, and requires plans/reports be submitted to the Low-Income Energy Advisory Board 7 days before going to the General Assembly
