Establishes a task force to study the feasibility and implementation of tax-advantaged rental savings accounts that tenants could use for rental expenses in Connecticut

Task force must examine impacts on the banking industry, tenants, landlords, employers, the state economy, and state revenue

Task force consists of 10 members appointed by legislative leaders, including representatives from banking, housing advocacy, tenants, landlords, employers, plus the Commissioner of Housing and CEO of Connecticut Housing Finance Authority

Initial appointments must be made within 30 days of passage, with the first meeting held within 60 days

Task force must submit findings and recommendations to the housing committee by January 1, 2024, at which point it terminates
