Commissioner of Housing shall administer a rental assistance program for low-income families (those earning no more than 50% of median family income) in privately-owned rental housing, effective October 1, 2023.

Program includes rental assistance certificates usable in any municipality statewide and a housing support element linking tenant assistance to property owner participation in repair, rehabilitation, or financing programs.

Rental assistance certificates terminate one year after issuance, with possible extension of up to 180 days upon commissioner finding of good cause.

Commissioner must conduct housing unit inspections within five business days of certificate holder request; if defects are found and corrected, reinspection must occur within three business days.

Commissioner shall commence payments to property owners within ten days of tenancy commencement and must adopt regulations establishing income eligibility guidelines, assistance amounts, and electronic submission procedures.
