Authorizes the State Bond Commission to issue up to $5 million in bonds to provide grants-in-aid to private nonprofit organizations for supportive housing for persons with intellectual disabilities or autism spectrum disorder.

Bonds issued are general obligations of the state backed by full faith and credit, with principal and interest due within 20 years from issuance date.

Directs the Commissioner of Developmental Services, in collaboration with Housing and Correction Commissioners, to develop a comprehensive program for community-based group homes for persons with intellectual disabilities reentering society from the correctional system.

Supportive services for reentry program participants include assistance with daily living tasks, transportation, medical care, and job training.

Appropriates $5 million from the General Fund to the Department of Developmental Services for fiscal year ending June 30, 2024, for planning and development of the reentry program.
