Repeals and replaces Section 38a-1085 of the general statutes effective from passage to govern the Connecticut health insurance exchange.

Requires the exchange to make qualified health plans available to qualified individuals and qualified employers, with prohibition on offering non-qualified health benefit plans.

Allows health carriers to offer limited scope dental benefit plans meeting federal requirements through the exchange separately or with qualified health plans, provided pediatric dental benefits are included.

Prohibits the exchange and health carriers from charging individuals fees or penalties for terminating coverage when enrolling in other minimum essential coverage due to new eligibility or when employer coverage becomes affordable.

Requires the exchange to implement an enhanced direct enrollment process for open enrollment periods beginning November 1, 2023, and November 1, 2024, allowing licensed health plan issuers and web brokers to directly enroll prospective enrollees in qualified health plans through the exchange platform.
