Amends the mandated health benefit review process to require automatic review of any proposed mandate that receives a public hearing by the insurance committee, rather than only those specifically requested for review

Requires the Insurance Commissioner, in consultation with the Office of Health Strategy executive director, to submit an annual mandated health benefit review report by April 15th each year (starting April 15, 2024)

Expands the definition of "mandated health benefit" to include coverage requirements for qualified health plans offered through the state health insurance exchange and the state employee plan

Streamlines the review criteria from approximately 25 factors to 15, focusing on utilization, current availability, insurance coverage, cost impacts over five years, and effects on premiums and the state health care delivery system

Authorizes the insurance committee to conduct informational hearings following receipt of the review report, with mandatory attendance by the Insurance Commissioner and Office of Health Strategy executive director
