Removes the Connecticut Health Insurance Exchange's authority to charge assessments or user fees to health carriers effective October 1, 2023.

Eliminates exchange enforcement provisions requiring the Insurance Commissioner to collect delinquent assessment payments from health carriers.

Appropriates $30 million annually to the Insurance Department from the General Fund for fiscal years 2024 and 2025 to fund the exchange operations.

Appropriates $461,000 annually to the Insurance Department for fiscal years 2024 and 2025 to fund the all-payer claims database supporting exchange operations.

Reduces insurance company franchise tax rates on net direct premiums from 1.5% to 1% effective January 1, 2024, and makes similar reductions for health care centers and foreign insurance companies.
