Repeals and replaces subsection (m) of section 16-245o of the general statutes to allow the Public Utilities Regulatory Authority to review feasibility, costs, and benefits of limiting hardship customers' ability to contract with electric suppliers.

Requires the authority to modify any order issued by June 30, 2023 to permit all hardship customers, as defined in the order, to contract with electric suppliers.

Prohibits electric distribution companies from preventing hardship case customers from contracting with electric suppliers effective July 1, 2023.

Defines hardship customers to include those receiving financial assistance, having delinquent amounts deducted from bills, or otherwise protected by law from service shutoff.

Takes effect upon passage and amends Connecticut General Statutes section 16-245o(m).
