Establishes new crime of "harmful communication with a minor," effective October 1, 2023, applicable to persons age 25 or older communicating with minors under age 18

Prohibits use of interactive computer services or text messages to knowingly persuade, induce, entice, or coerce a minor to: share images for sexual gratification, share images for dissemination to third parties for sexual gratification, engage in communications forming or maintaining an inappropriate relationship, or engage in communications harmful to the minor

Defines "harmful to the minor" as communication patently offensive to prevailing adult community standards regarding suitable communication between adults and minors

Allows violations to be prosecuted either where the communication originated or where it was received

Classifies harmful communication with a minor as a class A misdemeanor
