Establishes that parole release panels for compassionate and medical parole shall be composed of three members with independent decision-making authority, effective October 1, 2023.

Expands compassionate parole eligibility to include inmates during major disasters or emergency declarations (including COVID-19 pandemics, disease epidemics, or natural disasters) who present reduced danger to society, with mandatory review within 20 days after declaration ends.

Creates public health emergency release credits allowing the Commissioner of Correction to award up to 122 days per month (maximum 244 days total) toward sentence reduction for eligible inmates with scheduled release within one year of an emergency declaration, excluding violent and sex offenders.

Amends parole revocation and rescission procedures to allow medical parole and compassionate parole releases alongside standard parole, and permits discharge from parole or termination of special parole by unanimous panel vote.

Requires the Board of Pardons and Paroles to report annually by October 1, 2024 on compassionate parole releases, arrests of released persons, violations, and new criminal sentences.
