Department of Transportation must submit annually (starting July 1, 2024) a compensatory reforestation plan to the Department of Energy and Environmental Protection for all deforestation projects of 0.5 acres or larger, with a goal of no net loss of forested areas.

Tree replacement requirements include specific stem densities: 204 caliper trees per acre, 408 whip/container trees per acre, or 1,210 tree seedlings per acre, with native species preferred and species diversity required to prevent disease loss.

Department of Transportation must conduct statewide evaluation of noise barrier feasibility and reasonableness for Type II highway projects, establish a priority ranking system, and submit results to the legislature by February 1, 2024.
