Expands residential heating equipment financing program to include ductless heat pumps, geothermal heating and cooling systems, and heat pump dryers, effective October 1, 2023.

Allows residential customers to finance eligible equipment through on-bill financing mechanisms repaid as part of monthly gas or electric distribution company bills.

Establishes energy savings infrastructure pilot program providing financial incentives for installation of combined heat and power systems, energy efficient boilers and furnaces, geothermal systems, and heat pump dryers by eligible entities.

Requires financial incentive packages to ensure annual loan payments do not exceed projected annual energy savings minus $100, with options for loan loss protection, grants to lower borrowing costs, and ten-year loan terms.

Specifies minimum efficiency ratings for eligible equipment: fuel oil furnaces and boilers at 86%, natural gas boilers at 90%, natural gas furnaces at 95%, and requires replacement of systems at least 7 years old with efficiency ratings not exceeding 75%.
