Establishes a working group to facilitate expansion of an advanced manufacturing technology center at a regional community-technical college and develop an implementation plan addressing budget, timeline, and funding mechanisms from state, federal, and private sources.

Implementation plan must address infrastructure completion, an Industry 4.0 career pathway model for secondary and community-technical colleges, sustainable public-private partnerships for equipment and training, a community robotics center, robotics programs in underserved municipalities with populations of at least 70,000, and mechanisms to maximize opportunities for traditionally underserved communities.

Working group composition includes representatives from the Office of Workforce Strategy, regional community-technical colleges, Connecticut State University System, public school systems, manufacturing industry (at least three members), statewide business organizations, and Industry 4.0 companies.

Initial appointments must be made within 30 days of enactment; first meeting held within 60 days; working group cochairpersons selected by the joint standing committee on commerce.

Working group must submit report with findings and recommendations to the Governor and relevant General Assembly committees by January 1, 2024, and terminates upon report submission or January 1, 2024, whichever is later.
