Establishes a working group to study the State Historic Preservation Officer's role in administering historic preservation review processes under Connecticut General Statutes sections 22a-1 to 22a-1h and related regulations

Working group shall develop recommendations on historic preservation consultation processes, review timelines, role definitions, procedural steps, specific goals and outcomes, and an appeals process for municipalities to challenge State Historic Preservation Officer determinations regarding historic building renovations or rehabilitation

Comprises 15 categories of members including legislative committee chairs and ranking members, state agency officials, and representatives from municipalities, small towns, historic preservation commissions, businesses, development organizations, and the brownfields working group

Initial appointments must be made within 30 days of the effective date, with the first meeting scheduled within 90 days

Working group must submit its findings and recommendations report by February 1, 2024, and shall terminate on the date of report submission or February 1, 2024, whichever is later
