Commissioner of Education must conduct an audit of the state-wide mastery examination by July 1, 2024, examining time, materials, costs, and resources expended by state and local boards of education, broken down by grade level and examination.

Audit shall include state and local funding amounts and expenditures, contractual obligations, staff time allocation, and costs and instructional time for test preparation and administration including interim and benchmark testing.

Commissioner must use audit findings to develop a plan by January 1, 2025, to improve, streamline, and reduce assessment tools and examinations for grades kindergarten through twelve in accordance with federal requirements.

Plan shall examine assessment models from other states, survey local and regional boards on alternative assessment strategies assessing collaboration, communication, critical thinking, creativity, self-assessment, and civic awareness.

Commissioner shall submit the completed plan to the joint standing committees of the General Assembly having cognizance of education and appropriations matters.
