Board of Trustees of University of Connecticut and Board of Regents for Higher Education must adopt policies by January 1, 2024 addressing homeless and housing-insecure students, developed in consultation with students, faculty, staff, and local/state organizations with subject matter expertise.

Each public institution must administer annual surveys starting fall semester 2024 to collect data on student homelessness and housing insecurity, including demographic information, barriers to accessing housing, and awareness of available resources.

Institutions must provide grants or financial assistance to homeless or housing-insecure students for housing costs during the academic year and during closures exceeding seven days, within available appropriations.

Each institution must establish a support team, designate staff liaisons (including one for LGBTQ students), provide trauma-informed practice trainings to faculty and staff, and offer financial assistance for medical care and mental health counseling.

Boards must submit annually to the joint standing committee on higher education their adopted policies and implementation reports by February 1, 2024 and each year thereafter.
