Commissioner of Housing shall establish a pilot program providing proxy addresses (mailing addresses) to individuals experiencing homelessness or housing insecurity, serving not more than 1,000 qualifying individuals for at least one year effective July 1, 2023.

Proxy addresses shall be confidential and not public records under the Freedom of Information Act, with disclosure limited to program administration or legal requirement; commissioners shall take reasonable steps to protect privacy and security.

Proxy addresses cannot be used to establish voter registration status in any Connecticut municipality.

Commissioner must submit a report by October 1, 2024 analyzing the number of individuals served, program impact, and recommendations for continuation or expansion; the pilot program terminates July 1, 2025.

$250,000 appropriated to the Department of Housing from the General Fund for fiscal year ending June 30, 2024 to support the pilot program.
