Modifies Connecticut General Statutes Section 10-153e(e) to add authority for the State Board of Labor Relations to issue cease and desist orders when an alleged prohibited practice or breach of duty is ongoing, effective July 1, 2023.

Requires the investigating agent to issue a report or written complaint within ninety days after referral, with the Board able to proceed to hearing if neither action is taken.

Allows the Board to issue interim cease and desist orders requiring parties to stop prohibited practices before the Board makes its final determination.

Maintains existing procedures for complaint filing, investigation, hearings, and final orders, including requirements for stenographic or electronic records and five-day response periods for defendants.

Specifies that parties requesting transcripts bear the costs unless parties agree to share expenses.
