Indigent individuals applying for a pardon under section 54-124a may have the $75 criminal history record information search fee waived by completing a Department of Emergency Services and Public Protection indigency form

Independent contractors providing electronic fingerprinting services cannot charge the convenience fee (up to $30) to indigent pardon applicants who receive a waiver approval; the Commissioner will pay the contractor directly

Criminal history report processing/distribution fees and electronic preregistration fees with the Connecticut criminal history request system are waived for indigent pardon applicants upon commissioner approval

Municipal police departments may request reimbursement from the Commissioner for any fees waived under this provision

Indigency waiver forms must be posted on the State Police Bureau of Identification website and prominently displayed at all municipal police fingerprinting locations alongside pardon application materials
