Report must analyze potential financial impacts on fire districts and public and independent institutions of higher education if districts are permitted to assess user fees.

Report must examine various fee assessment formulas, including per-student basis assessments, current district payments to municipalities, and service delivery costs.

Report must identify any statutory, constitutional, or contract constraints on assessing user fees on higher education institutions.

User fees are limited to those directly related to costs of fire prevention and suppression, emergency rescue, and related services.
