Increases the individual Aquatic Invasive Species Stamp fee from $5 to $7 per calendar year, effective October 1, 2024.

Allows vessel owners to purchase an alternative vessel Aquatic Invasive Species Decal for $20 per year (plus an optional $5 additional fee for production, processing, and mailing) instead of requiring each operator to obtain an individual stamp.

Transfers issuance of stamps and decals from the Commissioner of Motor Vehicles to the Department of Energy and Environmental Protection through the On-line Sportsmen Licensing system.

Exempts vessels numbered with suffixes "DL", "XP", "MS", or "YB" that display a current registration validation decal from the stamp and decal requirements.

Directs all revenues collected to the Connecticut Lakes, Rivers and Ponds Preservation account and sets a maximum fine of $85 for operating a vessel on inland waters in violation of these requirements.
