Commissioner of Energy and Environmental Protection shall establish a standardized coding system by October 1, 2024, for plastic packaging, plastic bags, container-lined packages, and plastic-coated products manufactured in Connecticut using a green "R" for recyclable, green "C" for compostable, and an interdictory circle for non-recyclable/non-compostable items.

Commissioner, in conjunction with the Recycle CT Foundation, shall establish a grant program to help manufacturers transition to nonplastic packaging alternatives that are recyclable or compostable, using available funds from the commissioner or foundation.

Commissioner and Recycle CT Foundation shall create a public information and education program to increase awareness of nonplastic packaging alternatives and the standardized coding system among consumers.

Act becomes effective October 1, 2023, with the coding system establishment deadline set for October 1, 2024.
