Commissioner of Emergency Services and Public Protection shall conduct a study on requiring semi-automatic pistols sold in Connecticut to contain microstamping components that imprint a unique alphanumeric or geometric code identifying the firearm's make, model, and serial number on expended cartridge cases.

Study must estimate costs to pistol owners and the state for equipping semi-automatic pistols with microstamping technology.

Study must evaluate the reproducibility and quality of microstamp impressions on cartridge casings across commonly used firearms and ammunition types after repeated firearm operation.

Study must examine processes for cartridge casing recovery, analysis, storage and information retrieval; costs for training and licensing service entities; and any legal issues associated with such a requirement.

Commissioner shall submit study results by January 1, 2024, to the Governor and the joint standing committee of the General Assembly having cognizance of judiciary matters.
